are shown above. Returns are updated after the monthly allocation of earnings, usually by the fourth

BLM Whistleblower Wins Appeal Over Nevada Mine Complaints
The Secretary of Labor’s Administrative Review Board has ruled the Bureau of Land Management
(BLM) illegally dismissed a manager overseeing a mine cleanup for raising worker safety concerns, according
to documents released by Public Employees for Environmental Responsibility (PEER). The decision represents
a rare pro-whistleblower verdict from administration appointees, PEER said in a Sept. 2 statement.
The ruling was made on a complaint by Earle Dixon, who was employed by BLM from 2003 to 2004 as an
environmental protection specialist at the BLM Carson City Field Office in Nevada. Dixon served as
the project manager for the Anaconda Mine at Yerington, Nev., of which 51 percent is on public land
managed by BLM. Dixon was fired in October 2004 after he raised safety issues that would have driven
up clean-up costs. The review board upheld an earlier ruling by a federal administrative law judge
who awarded Dixon back pay, $10,000 in moving expenses, attorney fees and court costs, PEER said. The
substance of Dixon’s concerns was validated when the Environmental Protection Agency stepped
in and took control of the site in 2005—shortly after Dixon was removed—under the Superfund
law, PEER said. “It has taken Earle Dixon nearly four years to win some small measure of justice
in a system that is clearly broken,” said PEER Executive Director Jeff Ruch, whose organization

Williams Takes Over as Acting GSA Head
James A. Williams on Aug. 30 assumed the role of Acting Administrator of the General Services Administration
(GSA). Williams, a former Federal Acquisition Service (FAS) Commissioner, replaces Acting GSA Administrator
David Bibb, who retired Aug. 29. Bibb, a GSA deputy administrator, took over April 30 as acting head
of the government’s contracting and building agency following the resignation of Lurita Doan.
Williams, who has 28 years in the federal civil service, was nominated last month to be GSA administrator,
but will serve as acting head of the agency while his nomination awaits Senate confirmation. To see
