Pentagon Asks to Reallocate Funds for War Operations
DoD announced May 28 that it is asking Congress for permission to “reprogram” $9.7 billion
of its overall budget to pay for war operations overseas, warning it will run out of money by mid-July
if Congress does not approve a supplemental funding bill. The DoD reprogramming action would transfer
$5.7 billion from the military personnel accounts of the other services to the Army’s military
personnel account; and would move another $4 billion from the Operation and Maintenance (O&M) accounts
of the other services and the DoD Working Capital Fund to the Army and Special Operations Command O&M
accounts, DoD said in a statement. “Congressional approval of this $9.7 billion reprogramming
will only allow another few weeks of operations until the department as a whole runs out of critical
funding,” DoD said. The Senate on May 22 approved a supplemental spending package (H.R. 2642)
would provide $165 billion in war funding, and the House is expected to consider the Senate version

ATF Dedicates New Headquarters
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) on May 29 dedicated its new national
headquarters building in Washington, D.C. The new building will house most headquarters employees and
the eight directorates that support ATF’s 25 field divisions. The new facility is the first federal
headquarters since the Oklahoma City bombing to incorporate all design criteria conforming to new federal

Agents Break Up Smuggling Ring at JFK, Arrest CBP Supervisor
Federal agents broke up a hashish smuggling ring operating out of John F. Kennedy International Airport,
arresting two Customs and Border Protection (CBP) officers and five co-conspirators on drug and bribery
conspiracy charges, the Drug Enforcement Administration (DEA) said on May 28. CBP Supervisory Officer
Walter Golembiowski and CBP Officer John Ajello were arrested following an undercover operation at
the airport that exposed the alleged smuggling ring, DEA said. According to DEA, in addition to narcotics,
the ring also transported other contraband—including counterfeit Rolex, Cartier, and Chanel watches,
and designer sunglasses. The two CBP officers were charged with accepting and soliciting bribes to
permit shipments of contraband to pass through the airport customs checkpoint without inspection. To
