Eight National Guard Brigades Alerted for Deployment
Eight Army National Guard brigades, comprising about 20,000 troops, were alerted that they will begin
to deploy to Iraq and Afghanistan late next year as part of a planned rotation of force, DoD said Oct.
19. The rotation will consist of seven Guard Brigade Combat Teams and one Guard Fire Brigade drawn
from units across the country. The first of the brigades will begin mobilization in May and be sent
overseas beginning in the fall. Other brigades will be mobilized and deployed in successive stages
through the remainder of 2008 and into 2009. The first to be mobilized will be the 50th Heavy Brigade
Combat Team of the New Jersey Army National Guard, based at Fort Dix. This will be the brigade’s
first deployment to either Iraq or Afghanistan. DoD said all the Guard units were being informed well
in advance to facilitate planning for their families and employers. While regular Army units deploy
for up to 15-month tours, Defense Secretary Robert Gates directed in January that reserve component
units would mobilize for no longer than one year, and that they would train and deploy as cohesive

Schneider Named to No. 2 Spot at DHS
President Bush last week designated Paul A. Schneider as acting deputy secretary for the Department
of Homeland Security (DHS). Schneider, the former DHS undersecretary for management, will replace ex-top
deputy Michael P. Jackson, who resigned for financial reasons last month. “Paul brings more than
40 years of management knowledge and expertise to this role,” said DHS Secretary Michael Chertoff. “He
has the respect and admiration of staff and my full support. I am grateful for his service and look
forward to his achievements in this capacity.” Prior to his work at DHS, Schneider served as
deputy director of the Naval Sea Systems Command’s Auxiliary Systems Sub-Group; as the principal
deputy assistant secretary of the Navy for Research; and as the senior acquisition executive of the

GPO Employees Win Five-Year Pact
Government Printing Office (GPO) employees—represented by a joint bargaining committee representing
eight unions that bargain collectively—have ratified a new five-year contract with the agency.
The new contract, once signed by the parties, will then advance to the House Joint Committee on Printing
(JCP), chaired by Rep. Bob Brady, D-Pa., for that panel’s approval. “I am very eager to
review this contract and I assure both sides that the JCP will act promptly,” Brady said in a
statement last week. The sides have been in negotiations for the past five months. The bargaining committee
represented members of locals of the Painters District Council No. 51, the Sheet Metal Workers’ Union,
the Washington Federal Printing Workers Union, the United Brotherhood of Carpenters and Joiners of
America, the Washington Printing and Graphic Communications Union, the Washington Government Photo
Offset Union, and two locals of the Graphic Communication International Workers, according to a JCP
